I'm pretty sure they said that the dlc will have SOME overlap with the already existing areas so that the community is still together

Still it is a ripoff, i'll be paying for the same thing i already have but with more roads and caves.

Guess you never played Skyrim? The new content was there, just had to go to familiar areas before you got there. There is probably a tunnel of some sorts leading elsewhere that is not available untill you download the DLC. It's not like your going to revisit the moon and do new missions in the same area.
