Don't the new suits have better reactors and able to put out more power? Or did the shields just get better?

If it did get better, it wouldn't have helped too much. Remember the beginning of Halo 2? Chief's Mk. V power supply was beyond repair. [i]"Optics, totally fried. And let's not talk about the power supply."[/i]

Nope. Almost all Forerunner installations have them. Delta Halo has one, Requiem has one, and Mantle's Approach has one. As do all the other Halo rings.

Halo rings are [i]enormous[/i]. So it being exclusive to Installation 04 would make absolutely no sense.
