Hand Cannons are near perfect right now. They just need small adjustments in damage or speed, but that's purely as a balance issue.
Primary weapons are versatile and adaptive and can be used in a variety of situations. Hand cannons fire well from close to far range, and any differences between them and the other primary-types are EXACTLY how primary-types should vary.
Hand cannons don't suit special weapons, as specials are used in largely-particular situations and can be rendered near useless otherwise; shotguns need close range to cause significant damage; snipers are too slow and too hard to aim for close-to-mid range, leaving them to excel at long range; and fusion rifles have a delay that require a lot of timing and consistent aim to not get obliterated between charges.
Specials are good for filling holes in a player's gameplay given the map, mission, or the player's style of play or choice of primary.
Hand cannons have no place in the special weapon type.

I agree with every thing you said but the handcannon shoots fast enough and does enough damage. Three shots to kill 2 for the sheilds and one to the head. That leaves only enough room to kill two guys so I say increase the clip size to 9 and increase the amount of ammo you can have in reserve.
