An idea that just popped into my mind: Set in the 1960s/70s. At the height of the Cold War, an enigmatic organization known as the Flood is attempting to create a large foothold in Central America, a target of growing importance to both the US and Soviet Union. With seemingly bottomless pockets and a large private army at their disposal, the Flood intends to make their stake in Costa Rica, "a nation with no military." Fearing that the Flood us attempting to aid the Soviets, a team of Delta operators are sent in to stop the spread of Floodian influence in Costa Rica and to assassinate their leader.
