Adjust your share settings to easy screenshots. After doing this pressing the share button once will take a screenshot. Double tapping will initiate a video recording as will double tapping again to stop. Hold it down to bring up the share menu. I'm still not entirely sure how it works but I know what I listed above to be accurate. Sometimes I notice the PS4 records stuff randomly, but eh it's still a mystery and could use a few more options.
