Chief's objectively stronger, faster, and better equipped than Cap. He's subjectively better trained. Cortana makes his reflexes and perception unparalleled, but even without her they're enhanced beyond Cap's peak human ability. Chief in his armor weighs more than Cap can bench press.
Like every Chief vs. Comic book hero thread, it comes down to subjective stuff. There's always going to be a die-hard Marvel fan that'll just say "Cap would find a way" or something like that. I'm gonna have to go with Chief on this one though.

Chief is objectively stronger and better equipped. Speed, reflexes, and skill are entirely in Cap's court. John, in his armor, weights half a ton. Cap can press 1,200 pounds. He could lift John if, for whatever bizarre reason, he had to.

Do you really think in a combat situation he could lift him. Sure if the MC offer "Hey Cap, lift me" And Cap is all like "Hold my beer" then sure, but if they were fighting, it's unrealistic in a sense.
