Chief would never stand a chance. Chief isn't a superhero. He's just an enhanced man. Granted, Captain America is too, but the science magic he was infused with had more plot magic in it than Chief's. Chief wouldn't stand much of a chance... Chief has guns and above average strength, but Cap can dodge gunfire and has some of the best hand to hand skills in all the Marvel universe so I doubt Cap would lose.
