Yes, but you can pay for them with in-game currency. They're not overpriced either.

It's not mainly that, I thought they were like you have to buy certain weapons. The main thing is this could be foreshadowing microsoft's next gen games with stupid micro transactions. They are creating a grind or buy system which consists of not the normal average grinding you expect but toooooo much grinding meaning they are basically leading you to use your money.
