I think it would take a lot of time and effort but yes, I think it would be cool to see NPC with personalities. Something along the lines of fighting an actual player but not exactly. However close they can get with making the things we shoot at smart will add to the difficulty of the game and that would be fun for me.

Take a look at the Hitman games, they have some pretty advanced AI.

hhmm, I'll take a look. Hitman never caught my interest really but we'll see.

It's a really fun game, some of the more early Hitman games had smart AI, very sensitive to sound or sight, and later on in Hitman games they got a huge boost in situational awareness. Play it on hard, like most people recommend. It's fun, and a challenge.
