Seems a bit like an oxymoron, doesn't it? I don't really know about working on vacations in terms of adult life, seeing as I have no firsthand experience there, but I can tell you about schoolwork and whatnot.
It's a pretty straightforward term, vacation work is work that's done in what's supposed to be your time off. Much of what's given to me often seems like busywork, purposeless work. I don't want to sound like a spoiled brat here, but it seems a little unfair to me that we as students are forced to do work after being promised a vacation for so long, where the whole point is for you to relax and have a good time with your friends.
Some of my own friends this summer (and sometimes myself) have been forced to stay inside because they have mandatory assignments. I can understand maybe a few short assignments for the sake of retention, but some of it is just excessive. No one should be staying inside or missing out on a day with your friends 3 times a week (or more) consistently, because your school system (seemingly arbitrarily) tells you to do schoolwork over the summer.
It really does leave me with a feeling of resentment to know that I can't go to the pool
tomorrow with my best friend because he's gotta do a workbook or packet. I know that the teachers aren't to blame here, some of them even share my opinion, rather it's the school systems assigning the curriculum (correct me if I'm wrong here).
There's a plethora of other things that I think are off about the school systems (in the US/ the world in general), and I could go on for quite a bit, but what's your opinion?

Enjoy school while you can. It is the easiest thing in your entire life.

Get it done in the first week on summer and you don't have to worry about it for the next two months. Summer assignments typically aren't [i]that[/i] hard. A few books, some papers, etc.

In this scenario I see nothing wrong with it. It's simply the school system wanting students to retain what they have learned, which overall is for the greater good of the student.

At my current job (and really all investment banks) you are required to take block leave. What this basically means is that you have to take five days in a row off (ten days in some roles) and during that time you are allowed no contact with the bank. No e-mail. No logging in remotely. No talking with co-workers about work. Nothing. This is really done in banking to help catch the bad apples - the idea is that forcing people away from work means they are less able to hide any shenanigans (block leave basically is a time when audit comes in and rips your work to shreds to find any signs of bad behavior), but I think it also is a good idea to get people's minds off work.
