It's not really a big deal, but there is kind of a difference. Cartoons are mainly targeted at children while animes have a diverse range. It wouldn't be a good idea to let a 7 year old watch Attack on Titan or something like that. For the most part when I think of the two I separate them because of their origin. To say something like Princess Mononoke or Spirited Away are the same as let's say Lion King or Aladdin isn't right for the simple fact that they come from two different cultures. I hope that gets my point across.
