I don't understand it either really, seems to be exactly how you described it too. I've only had thirteen for awhile now, but i don't mind it really when i know the people that do follow me find that they agree with a lot of what i say, or i actually know them as a friend, so i'm kind of glad i don't have dozens of people i don't even really know 'following' me.
