I'm assuming weather doesn't affect AI behavior or player behavior that much aside from maybe visibility, and perhaps the Cabal going and getting cover from the rain (maybe, but they're warriors, why would rain stop them?) I'd assume rain makes it harder to see and hear, in which case, I'd either start sniping them out or go in for a close range kill.

Its not just rain if u had paid paid attention to my post, u also fail to think if the destruction a hurricane and rain falling at hurricane wind speeds think again

But that's unrealistic. To assume that this open world game will have these disasterous weather events that destroy the environment and drastically affect the player and AI is OUT THERE. Sure, a game CAN do those things, but I don't think this game will do that.
