Should Enemy A.I units cooperate with each other?
should enemy A.I units cooperate if they encounter each other, for instance a Cabal working with a fallen (not sure how they would meet but hypothetically), or should they fight each other.

Just imagine engaging some Fallen scouts in a firefight, then having some Vex show up from a time portal (they do that, right?) and just rain fire on the both of you. Both you and the Fallen would engage them, making a unique experience of organically fighting along side the enemy.
