Aren't there a lot of people who can use Outsider powers, but only using some type of talisman or something?
I'm not a Dishonored lore buff, so I actually have no idea.

I rarely looked at those. I just occasionally would click on them when I was bored.

There was actually some interesting stuff in them like who the Overseers were and rumours about Corvo being Emily's dad and stuff.
