Its not a matter of having to go to semantics for it to be discrimination. It is 100% discrimination. But it is descrimination over something that matters, rather than something that doesn't ( like skin color, ethnicity, sexual orientation etc ) Everything in life is about discrimination. If 2 people with the same education applied for the same job, whoever didn't get the job was discriminated from the other, for some reason.
