Hey there. It was quite a while ago, that it was announced that the Malfeasance quest could be picked up on f2p. However as far as I am aware, nothing actually changed, and Malfeasance remains locked behind Forsaken/The Forsaken Pack. The 'meatball' was a Gambit Prime boss and anything referring to that is information that is years out of date, the quest no longer requires that boss specifically, and that boss actually doesn't appear at all in the current activity. If I had to speculate, the original change let the QUEST drop for f2p, just so each player only had to meet the exact conditions (winning a match of Gambit Prime while fighting against specific boss) once, even before they may own the DLC. But to actually progress it, required Forsaken. You could call it a tease, to give a quest out like that to people who can't progress it, but maybe it was also done to stop people who did plan to get the DLC feeling annoyed that they'd managed to get RNG in their favour but wouldn't earn the quest. It all works differently now, so you don't need to worry about it unless you do actually own Forsaken.
