The Transcendent state is a gift from the Traveler, designed to empower you with skills and knowledge of all your past lives.
The glow. A combination of all the elements you have mastered. Focusing them all through your body.
If the Witness kills you in the Transcendent state the cycle of Guardian resurrection will be broken and all life as we know it will cease to exist.

only the guardian, the master of all the elements, can stop the witness. but when the galaxy needed them most, they took a break from destiny. a 100 days have passed and bungie has released a new update, into the light, and although the guardian plays again, they still are yet to purchase the final shape. but I believe that they can still finish the game.

I personally got Mythos/Clive Rosfield vibes from Prismatic. It reminded me of the FFXVI system where it is possible to mix together the abilities of Eikons once you've "Mastered" the skills. You can even say we've got our own "Limit Break" in the form of Transcendence.
