I believe you're talking about the bugged reward quest. If I remember right, for that quest, you'll need to spend down to enough below the old cap for Glimmer. The current cap is double, but as a bug, that quest reward still checks itself against the old cap of 250k instead of 500k, so you'll have to get to 245k or below.
