I haven't figured out the conditions yet, maybe it's just random, but sometimes the Guidance Ring from Hierarchy of Needs will just not deploy. The video link shows three instances in the current Nightfall Strike, but I can't see any real similarities in the setup and haven't been able to consistently replicate it. So far this has only happened to me in the Nightfall, but I also haven't used the weapon much anywhere else and I doubt it has anything to do with that strike. In two of the clips you can see that it does proc Prophetic Vector (in the first one it probably just doesn't fit on screen) so somehow the perk still activates without spawning the ring.
