Was it the old quest or the new one? The old quest is bugged.
Edit: just re read and it’s clear you have the new quest. A friend had this issue and was able to solve it by abandoning it, reaquiring it, doing the steps and then going to Petra. This gave them the talisman or whatever in the kinetic slot which became wishender.

Thx for trying to help but it changed nothing. My quest is stuck at third step with no way to backtrack them, i killed the bosses multiple times, talked to Petra enough times to get me a restraining order and tried to find a solve online but as far as i know there is now solution rn. After get the quest again it just tells me to go to the statue but I can't interact with it and talking to Petra again does nothing. The talisman thingy in kinetic slot is just gone and i can't get it again. I believe the game is hard coded to limit them to one per account but that creates an issue when someone deletes the original character with the talisman. Honestly idk how did it even pass the testing before release, it seams like such an obvious problem.

One last thing, you did try scrolling right when interacting with Petra, right? I think with my friend got it was on the second or third page.
