You're allowed 200 friends, can you count how many pages you have? each page holds 12 so you should have less than 17 (16 if you've removed that many people). If you are less than 17 pages then try restarting D2

I have 9, and I have restarted twice.

Found a few posts about it just before the new season launched; you may want to wait a few days to see if that fixes it - it might be down to changes made on Bungie.net in prep for this season
