The solution is actually quite simple. Simply change Eternal Warrior so that it does the following.
- Whilst Amplified the bearer gains 15% damage resistance and Arc ability kills whilst Amplified restore a portion of class ability energy.
- Casting your Super grants Resolute which stops incoming precision damage and makes the bearer Amplified.
This plays into the defensive ethos of the exotic whilst adding a useful passive ability. This damage resistance would stack with Juggernaut of course to make the user even harder to kill, but it is still utterly reliant on being Amplified. Ability kills would allow players to regain the use of Barricade or Thruster a lot sooner.
What is more is that it can be used with either super, though it lends itself better to Fist of Havoc.
Regardless, as long as the player remains Amplified they continue to get the benefit of the exotic.

It should also provide increased duration for every fist of havoc kill. Bungie removed that ability with the launch of arc 3.0. It's called "Eternal warrior" so shouldn't FoH duration last a little longer after every kill? Your idea with having to be amplified is amazing because it isn't extremely hard or tedious to become amplified so you can benefit from Eternal Warrior more. It also needs to made fully shaderable again like they did Destiny 1 rise of Iron. I don't know why they changed that in D2. Moai Ornament would be pretty cool too though 🗿.
