Bomber, Outreach, and (probably, but didn't test) Perpetuation don't always work with Dragon's Shadow.
FYI the cloak mods stopped working when I equipped Dragon's Shadow on my Hunter. They completely stopped working. It's inconsistent though. I switched off and on dragon's shadow and they worked again.
