You need to add "weights" to submissions. I mean if you have 100 active Titans and 200 active hunters, every submission of Titan should be 1 and every submission of Hunter should be 0.5 . Otherwise it is impossible to win, simply because of higher player numbers. Regarding quick way to get thingies, everyone can go to Dreaming City raid and enter Shuro Chi code, to get instantly teleported to second encounter and just keep placing banners, continously killing mobs with super and collecting insane amounts of those laurels. Seems silly, but I hope everyone will know this, so everyone can abuse this to insanity. It NEEDS to be disable, so raid players wouldn't get any laurels, they are not going to raids for those anyway. OR, even better, those laurels should drop in higher quantities from finishing encounters, not mobs inside. Then you would at least have to finish it and be rewarded accordingly.
