Because hunters are the only ones actually out and about fighting for humanity while everyone else is stuck in politics or ran.
Zavala hid behind an army on titan. Ikora scared away to Io. Cayde... was the only one to say eff it and got a transmat device to get on the ship to destroy ghaul but we got our light back so he smartly let us go but nonetheless, he was gonna try.
Hunters are doing work.

That’s the point. Their wouldn’t be any Hunter NPC’s just sitting about in different planets doing nothing because they’re actually out there doing stuff

Titans are actually meant to be light beaters who favour to stay and play defensive for the city, hunters were the light beaters who went out to rescue people and bring them back or get supplies and warlocks are the ones who wanted to study and do research

He went their to re group with any surviving Guardians to establish a base and devise a plan. Im not a fan of Zavala but to say he went to hide is just not correct.
