Rumble spawns are [i]terrible[/i]. It's not uncommon for the guy you just killed to spawn 10 feet behind you. Unfair deaths are abundant.
Putting your Glory rank at risk for that is just bad design.
To make "competitive" rumble work, you'd need something like...
4 players spawn on the far corners of the map. Last man standing takes the round, elimination style. Then you'd need some kind of storm or debuff mechanic for players who try to stall and camp too much.

So the reason for the spawns behind you are (most likely) Bungie's love for the "Line of Sight" spawning mechanic that, in the event that someone can see the spawn point, they don't spawn there. This is all based on proximity as well, but it's pretty much measured on the belief that you'll keep moving and get into another fight. All in all, it prevents spawn camping. Are Destiny 2's maps actually good for that kind of mechanic? No. They're still cycling maps that are far to small for good 6v6 (no idea why they won't bring back "First Light", the moon map from D1) or any FFA playlist. I digress. I think you're right in that it would need a rework to work properly, but the current system with people quitting/DCing or suiciding is just absurd, and it's even worse that you [i]still lose Glory when you're the underdog.[/i]
