Hi there,
Thanks for your report. Currently you will need to have your clan members added as friends on Steam in order to view their in-game status.

This also seems inconsistent since I can sometimes see clan members online via the in-game clan roster that aren't on my PSN friends list.

Hi again, apologies we misread your platform. Try clearing your console cache and see if you are able to properly view clan members, you can find steps to do so below. If that does not work try removing the special characters from your clan name to see if conditions improve. https://www.bungie.net/en/Help/Article/45179
