• Think back to week 1 (or 2, maybe?) of Season of the Drifter. They are talking about people who have ascended beyond their original design. After a week or two of prologue, they're trying to figure out what these people want, what drives them. First, it was Mara Sov. Who they fear is in danger. Next, it was The Drifter. Who they recognize as being afraid. Now, it's Our Guardian. Who they feel only wants more power. Next week will either continue the story and tell us more about their plan/plot/scheme, or they'll introduce a fourth character who has ascended beyond their original design.
Also, you can take the discussion between the emissary and the nine as a super meta commentary about our current playerbase. They like getting loot and making their loot more powerful regardless of the cost. They are also saying "They can leave the game" which could refer to three things... 1. They are aware people are leaving for other games in the lul of the season. 2. They are afraid people will leave the game for good due to their refusal to cave on certain issues. 3. It could just be a funny commentary on how we can literally turn off our devices and do stuff in real life.
