I was just about to bring up Cocytus until you started talking about it.
It says that the Nine came from “dust”, which could mean a various amount of things, or particles, created them. My belief, to keep it short, is that [i]something[/i] realized that it needs life to exist (going along with your idea), and is proceeding to find its way into the universe, the same way the Nine did.

To me it sounds like the analogy of star dust, the stuff everything is made of. They were just the first things to acquire consciousness. Have you read about Boltzman Brain? It's just basically an exercise, not much as an accepted theory, that if something was created somehow by the universe, the easiest path is much more likely to happen, then the difficult one. So it would be more likely that by random chance, a boltzman brain was created before a true human being with intelligence, since the boltzman brain doesn't require the formation of a planet, then a planet with a sun, then the perfect distance from the sun, then life's formation, then evolution, then finally the intelligence. They could be something in between.
