Bungie, you are being inconsistent

You say you want the Faction alignments to be a meaningful decision, but now they are account locked and explicitly driven by gear choices that have gameplay implications, that are known. Oh, how I would not be surprised if the bulk of the community said "What?! I get the Graviton Lance catalyst for pledging DO? Take my loyalty!" When they have no investment in the lore aspects, or even the aesthetic themes of the faction. Making it account instead of character based does make it a significant decision in that they clearly are going to prioritize in what order they will get all three faction items this season. However, that is merely a decision of priority of loot, and that has literally nothing to do with the factions as an entity of the game space. Meaningful vs Significant is a big topic, but you guys seem to be focused on categories and content for the sake of listing features in your game. I wouldn't have an issue with that, but in your own TWAB you state the design justifications for your decisions and they appear to be antithetical to the outcomes you are generating. Please, don't do this as you have stated. As an alternative, for the catalyst unlocks and other gear based progressions that are not faction based, consider that you could gate them at three tiers and the ordering of their unlocks are different between the factions, but each faction could get all of them. Then you would at least have an honest representation of inherent interest in each faction, even it was only based on the exclusive shaders, weapons, and armor. To further incentivise player interest in the factions, make 1-2 story quests per faction, per rally (dropped like adventures in the patrol space) and make a larger sequence of events that can only be completed by progressing a single story line (PER CHARACTER) so people would have to sport their faction intentionally to find out more about the story of that group. Possibly an (re)introduction event to the factions as a whole so people could actually have a meaningful choice to make each rally. Maybe it is just me, but that seems like an approach more in line with your stated goals. If you want help or ideas about constructing those levels, narratives, or reward systems. . .get at me, I'm a designer.
