It's a known issue. Somehow, bungie "goofed" and people who game share cannot access the dlc without paying for it or waiting for Bungie to issue a fix.
Cheap cash grab.
Wait for the fix.

Apparently a xbox assosiate of mine has said that he deleted and re-installed and noww it working. Xbox have also said its 100% bungie bug and work on a patch now
