Just report them using the in game report tools and move on.
Unless players report laggers to Bungie no action can be taken AND yes Bungie does restrict players if they lag in a number of games and over a number of days.
Just make sure you are not the one lagging or you will be kicked out of the Crucible for a week or two.

I report them a lot if somethings fishy don’t worry. I’m not one that complains and doesn’t do anything. At the end of the day the servers and p2p are the problem and until BungIe pull their heads out of each others arses and upgrade, the game will never be good in PvP. And they thought this could be an esport... lmao could you imagine the language in the studio! It wouldnt be airable 🤣
