If I'm understanding you correctly...the stats among weapon types are not universal. Meaning range stat for scouts will perform different than range stats for hand cannons... even though, on paper, they are the same, greater, or less. This is how I understand it. But yes, confusing.

But shouldn't that be the initial thought of how it works anyway? At least in my mind it would make sense from the start to have the different weapon types have different stat bars.
