It's tough to say power weapons are useless because we only saw a couple of them, but there are definite problems.
Having 6 different power weapon types (grenade, rocket, fusion, sniper, shotgun, sword) for 1 slot when you have 6 different weapons (auto, hand cannon, scout, pulse, sidearm, SMG) to occupy the other 2 slots means that the heavy weapons are going to be largely ignored and laid to waste in your vault while the overall loadouts feel more repetitive.
So if you're stuck with only 1 weapon to deal real damage, you can't have that be a sniper like we have in the beta which appears to be a fast firing and low impact type. I had a tough time telling if I was even out-damaging a Sunshot bullet, and that should never be the case.
On the flip side, the fusion rifle is amazing in both PVE and PVP. It's probably the best weapon in all of D2 right now.

Snipers are 3 body shot kill weapons for red bars in PvE. And no one is going to use a shotgun for a boss fight. Whatever "power" weapon puts out the most DPS will be the default for that slot. The new weapon system effectively kills weapon diversity.

Yeah that's my feeling as well in regards to diversity. I hear people saying it feels more diverse being able to have a pulse and hand cannon at the same time, but I simply don't buy into that line of thinking as I think we lose actual playstyles and damage profiles. They can't have this breed of sniper in the game anymore if it's just going to be the no impact class. If they are going to be heavy weapons, they have to be LDR style or higher.
