Exotic Engram Question - How do they really work?

I started Destiny in college four months before Taken King's launch with my two roommates. The first exotic we received was No Land Beyond. Sounded interesting at first, then we realized it was more of a joke gun (at the time), but we still had some fun kills with it. After I graduated, I started up my own gamertag and restarted Destiny in May 2016. Since then, I've retraced all of my steps, and many 3 of Coins later, collected every exotic... Except Ice Breaker and No Land Beyond. Ice Breaker will come with Sunrise, but, objectively, I can't believe I still don't have NLB. It's the only reason I still buy 3oC, yet my last 5 primary decrypts have been Suros, Bad Juju, Monte Carlo, Suros again, and Hard Light (all of which I have gotten 10+ copies of before). Does anyone know how the engram decryption algorithm actually works? Is there any weighting in it for exotics you don't have versus exotics you do? Not asking to complain, just legitimately curious of how I can be more efficient with 3oC and hopefully eliminate my need for them. Thanks!
