Rank-Up Packages
I am reaching the final stretches of the grind to LL 400,, and I got 2 rank up packages today. I opened them all up, hoping for a 395 helmet or legs, but instead both Items I got were 390. I was told faction packages were a great way to reach 400 fast, but do they max out at 390? If so, how do I reach LL 400 then?
Tips on this and how to get to LL400 would be appreciated much.

Grind ib, hope to get boots from the bounties. Finish the final grind with skeleton key strike specific loot. Good luck

Your best bet now to get higher level gear is playing Strikes and opening strike chests, crucible, doing the Heroic raid, exotics via 3oC, Archon's Forge and Iron Banner. Getting vendor packages is good for getting gear you want with good rolls but not to get higher light past 390.
