Infusing Exotic weapons with another exotic. Why do we need another exotic shard to do so?

If we receive a better exotic item which already has an exotic shard in it, why do we need another shard to infuse with another exotic weapon. For example, if I have a 335 Queenbreakers' Bow and receive another one @ 325. Then I already have a much lower 310 Telesto and wish to get that one up to 325, why do I need to use my exotic shards? Even more...if I have many 335 exotic weapons, and want to infuse a legendary item up to 335 that never need exotic shards, I should receive a leftover shard when I use an exotic to infuse a legendary item! I don't want to disassemble the exotic item to get the shard. If I do that, I can't infuse to another weapon. Makes sense, doesn't it? Bungie WTF!
