It can, but it doesn't quite lock them when they try to jump away. It's got to catch them off guard now to be used well.

I still use snare with Sealed A Grasp and keen scout perfect..yes they can jump but..most dont think to..and if u are throwing right..jumping isnt there best option. If i turn my back after setting smoke..i can turn around and know exactly where they are...finsh them off. Remember smoke now has a 34% increase to impact damage...that counts for snare.
