Pretty sure now you can get it from a Legacy from Xur. PoE Chests are RNG so keep running all of them.

I've heard they can drop in 34 and 35. I haven't tried either to test it

The way you used to get is kill skolas and pray for elder chipeher bounty than farm poe bosses till you want to puke turn it in and wait till it was ready than click it

You can also get it from xur's legacy engrams...as well as lord of wolves and quenbreaker's bow.
