Petition to make "promotional" emblems legendary.
Such include:
-sign of the founders (could do with a few touch-ups now)
-pathfinder's sign
-the original vanguard honor
-suros Fire for those who ordered it.
The others that can be redeemed by code should stay as uncommon.
