I believe the lack of players you see in patrol is an issue. Ever since the removal of the Fallen Wolves, destiny patrols have been empty. Mars is always empty so I'm not going to list discuss it, but the other planets would have some guardians in the non-wolf areas (1-2 other guardians). And a larger amount in certain wolves areas (3-4 other guardians). Now, every area in patrol normally has only 2 other guardian at most. Most of the time the patrols are completely empty except for yourself and enemies.
The zealots don't bring anyone to patrol because they don't drop rewards consistently. CoO doesn't have anyone because unless you have runes, you don't get a lot of drops regularly and you don't get the calcified fragments for certain bosses.
Sign this if you think that Bungie needs to either make more of an incentive to patrol, or they need to fill up instances of patrol before creating new instances.
Edit 1: So most people that commented so far seem to all want a higher tier of patrol. One idea is a sort of "Mayhem Patrol" where Blades of Crota, Fallen Wolves, Taken Zealots, public events, and "enemy moves against each other" happen incredibly frequently.
Another idea is that there should be special bosses through the patrol that give good drops or exclusive drops for killing the boss.

How about some patrols(rare) that would give exclusive rewards? Like, you have to defeat a giant taken hydra in the dreadnaught and it gives you a shader that makes you look taken, or you defeat a boss collosus on mars and you get a Heavy Slug Rifle(legendary/exotic MG)

The main problem with filling instances, as you say, is that when people are farming, they will always interrupt other people farming. This can be terribly annoying, with a lot of the players being real asshats, and not considering other peoples needs. Not everyone realize we can take turns and help eachother instead of hindering eachother.

Needs heroic patrol with Heroic and Fresh Troops modifiers active. More enemies, more dangerous enemies, all at a higher level. Also needs more events like "the enemy is moving against each other". Probably some of the most fun ever on patrols is this war zone of an event.

Patrol with no respawn areas. Have to get rezed by other guardians, or wait 30 seconds

They could even add pvp zones.

Let's say Bungie has 9 servers for an area and 9 people patrolling that area. Their method is to stick everyone on a separate server; thanks Bungie, that's the most retarded shit ever. How about you stick all 9 on [i]one god damn server[/i], and utilize the excess for activities like crucible so it doesn't -blam!-ing lag?! Then, this game lags less, [i]and[/i] people can interact with other things than AIs in patrol! Oh wait, your too busy making emotes, that's too bad...
