Maybe the older Halo players, but the new ones and the new games... Debatable. Again, this is my standpoint, prove me wrong or whatever. I'm just saying Cortana provided little character development, little insight, little anything. All she had was access to some ONI files. Meanwhile ClapTrap develops as a character through out the story, has glitches, bugs, hilarious retributions and revelations. Ghost... at least hints at deeper things in the story with out you knowing it. As far as being interactive and stuff... Cortana can't change. She's set in stone. The Ghost is sentient, sapient even. He has a personality, he cares. Maybe Cortana does this, too, but as far as we know she see's Chief as an instrument. And then there's ClapTrap. You already know what I'm going to say.
