It's probably something like having to infuse the strangers rifle up to 280+ and then you get a quest chain.

Strangers rifle only infuses to 167 max and it won't go higher, so it doesn't have anything to do with the strangers rifle

Like Looey said. 170 and 25 Marks. I was hoping the Marks were so it goes to Y2 lvls. Nope. Wrong.
