Its like that because Lvl 1s can wear the iron banner class items.

Yeah man, and it passes me off, I love the original iron banner bind for the warlock and the newest cloak for the hunter, and we had to work for them, and now this. Class items having perks was a good idea, but having them contribute to the defense is terrible.
