How to make rares and below interesting again

Remember when you first got the stranger's rifle? It was exciting, wasn't it? For some players, it was their first rare weapon. Where is yours now? Probably dismantled, forgotten amongst your pile of exotics. What if there was a way for items like that to remain relevant? As it stands now, once you get a full set of legendary gear, any engram that isn't purple may as well be dropping weapon parts. There should be a way to take those commons and raise them up into usefulness. We've already seen Xur sell us Sparrow upgrades, and reforging is a wonderful solution towards making nearly all legendary items useful, so why not take it a step further? Have the gunsmith sell items that upgrade commons to uncommons, uncommons to rares, and rates to legendaries. Ideally, these should also offer some control over the upgraded form of the weapon. Either have them grant specific perks or offer them up in some form that gives the player a sense that they are crafting this item themselves. Offer up incentives in these upgrade packages, such as rare or exclusive perks or the potential to create a legendary with an exotic feel. Combined with reforging, the possibilities are endless! Make me excited over blue engrams again

  • OR we can make it a bounty system, so a Uncommon bounty cost 1 mote (kill 300 fallen on the cosmodrome) to go from white to green Rare Bounty 3 motes (complete 2 strikes w/o dying, or 50 melee kills and 50 headshots w/o dying, some task that is medium hard)) Legendary Bounty 5 motes (kill 5 nexus mind, 5 archon slayers, 20 kills in 1 round in the crucible, kill 100 Majors or Ultras)

  • they should have a group of selectable perks per tier, grouped so that any combination of the 2 or 3 depending on white-green-blue-purple rarity: WEAPONS White to Green: COST - (1) mote of light, (1) 1000 glimmer, (10) weapon parts *grants ability to upgrade weapon as white common guns do not* *the nodes added to the gun are for the bullet changes such as - CQB ballistics, Smart Drift, Accurized ballistics* Green to Blue: COST - (1) mote of light, (1) 3000 glimmer, (15) weapon parts, (1) Ascendant Shard (1) Commendation *Adds damage upgrade* *additional 1 row of 3 traits node such as - Grenadier, take a knee, cluster bomb, hip fire, focused fire, perfect balance, or optics* Blue to Purple: COST - (2) mote of light, (1) 5000 glimmer, (20) weapon parts, (3) Ascendant Shard, (1) Commendation, MAYBE (1) Etheric Light *Adds additional damage upgrade* *Adds reforge ability* *Adds 2nd gun trait - Mulligan, final round, glass half full, agility, field scout, full auto, army of one, etc* **Add (10) Ether Seeds, Polyphage, or Black Wax to add that enemies weapon casing on the gun of your choice** Custom Exotic: (Just an Idea) (can only do once per character) COST - (3) Motes of light, 15K Glimmer, (50) weapon Parts, 5 Ascendant/5 Radiant, 1 commendation, 1 Exotic Shard **Add 1 exotic perk from the exotic perk list, to not diminish the value of current exotics, I propose an all new pool of lessor perks be provided so that Guardian forged weapons are exotic, but don't exceed the current roster*

Great idea, but I have a question (two actually). First, would you be able to purchase all the upgrades and turn a common into a legendary? Second, would the legendary version of weapons have the same amount of perks as rares or the amount of perks legendaries have? I think you may have solved the uselessness of lower rarity weapons, but how do we get Bungie to listen. If it is okay with you I would like to spread this idea.
