It should unlock after a while, rank 15 shader 1, rank 20 shader 2, rank 25 shader 3, rank 30 shader 4, rank 35 ship. You might get the shader/ship as a drop before, but they unlock to buy at those ranks. That's still a major grind, but at least you get it eventually.
