it was never confirmed to be removed. why do people keep saying this?

There are a few data miners that claim it isn't in the rotation. They are given credence by their often entirely accurate predictions of what Xur will sell and have claimed there are 2 versions of Xur, one that was programmed in from the start with a set rotation and one that Bungie directly manipulates the inventory of.
