Just let skolas drop a item ( similar to light) that adds a random elemental damage to a standard POE primary. So you can buy the gun from varik. Then use the item if you have it. And each time you use a "item" it changes the element.
As for the perks.....just go more damage to fallen majors across the board.

Having Disciplinarian-for-Majors be the only special third perk might be cool, but having multiple new perks to fill more roles, as introduced by Crota's End, is much more preferable in my opinion.

Yeah.....but that's not going to happen because of pvp. Our guardians and weapons would have so many amazing and fun abilities, if they weren't trying to balance everything for PVP. It's really tough to come up good unique perks. That pvp'ers aren't gonna whine about being OP.

Thing is, the beauty of the third perks and elements is that they have no effect in PvP, so if PvPers complain it'll be totally baseless

But with those kind of perks. The hive "dark below" bonus damage to majors is better than any of those others by far. Those guns do significant (not slight) extra damage to hive majors. I would love to see that perks on POE and Vault weapons as well. Those other perks pale in comparison.
