I got to the second paragraph and wanted to shoot my brains out. I mean, I could tell you how the the Last City idea could work, but you need to keep the flavor here [spoiler]flavor being destiny lore and accurate to the game[/spoiler] Here's how the city really could work. Let's leave out the the elder scrolls idea and move onto something more fitting of the times. This is basically post-apocalyptic, and that's okay. So you're trying to rebuild the city, and you, as a guardian are trying to find ways to help heal the traveler, correct? This is humanities last garrison, the last place in the inner solar system where humans and exos, and some fallen, are in any shape or form, safe, right? Okay. Now, what does survival, home rebuilding, and healing a diety entail? An economy. How does an economy grow? Supply, demand, currency. Who does that? Citizens. Who are citizens? GUARDIANS!!! Yay!!! We made a conclusion. The way the city could work is a player supported, community built economy system based around the obvious in game currencies that can be used to purchase the items you want, as well as crafting and upgrade materials. as a player, you could sell anything for any price you felt right, or even over charge, and you could but anythong anybody was selling for their price. It's not trading, it's economy and while the two are incredibly similar, they are not the same. Second, I do like your idea of mini games, things to do to take your mind of of subjects, but the mini games would have to be small. Card games, shooting contests, foot races, none of that sparrow racing crap, because it wouldn't work, as bungie would have to redesign the game to do that, and that's time and money they don't have in real life, but the ones I mentioned are possible. Betting, obvious, make a casino maybe? I don't know. The fact remains, fighting all the time is boring, and it needs some flare. Third, NPC vendors galore, each selling different grades, brands, types and tiers of weapons, same with armor. Same with shades and sparrows and ships and finally sOME FU€KING GHOST SHELLS. Vendors galore. Add them in. Then -- and these are my favorite-- a museum and library. The museum would hold artifacts collected by decades of searching, and the library would contain more information, but different, the grimiore, so that you can learn about the destiny universe. Add new, lesser known factions to give players more to do, like faction based bounty boreds. Things not as tedious as "melee kill 30 enemies without dying" or "defeat (insert boss name here) in (insert mission name here) with the heroic modifier on". Those things alone already fix your idea, fix this game, and increase the towers visitation since the vault is now accessible from the app and bungie.net.
